Director, Rail & Transit, Burns Engineering, West Coast Region
Vice Chair, APTA Leadership Committee
Immediate Past President, Latinos In Transit
Transportation leaders turn to Alva for guidance through the industry's most challenging infrastructure transitions. Alva's deep understanding of her clients is built upon more than 30 years of experience managing public transportation systems, including 24/7 transit operations and maintenance, customer service, labor relations, overseeing capital programs, and consulting transit system owners on mission-critical projects and programs in the private sector.
Alva previously managed transit operations across her native Southern California — including seven years at Los Angeles County Metropolitan Transportation Authority (LA Metro) — and held leadership roles at Montebello Bus Lines, Sacramento Regional Transit, and San Antonio's VIA Metropolitan Transit.
Alva is a vocal advocate for creating a more equitable, diverse, and inclusive transportation industry. She is the immediate past President of Latinos In Transit (LIT), a non-profit organization dedicated to advancing Latinos and minorities in the transportation industry. Alva has been on the LIT board of directors since its incorporation in 2016. She served as the first elected vice president for one term, followed by two terms as the President. Alva serves on various committees for different organizations. She is the current vice chair of the American Public Transportation Association (APTA) Leadership Class Committee and serves on the APTA Board of Directors. She also serves on the Transportation Research Board's “TOPS" selection committee and serves as vice chair of the California Transportation Association's Inclusive Diversity Equity Association Task Force.
